External Evaluation Report of the Project: Diversification of the Rural Economy in the Municipality of Kllokot – Production of Briquettes and Bio-Pellets through Recycling of Wood Residue and Agro-Forestry Waste
UBO Consulting was commissioned by Thes-Ari Company to perform an external evaluation of its EU funded project “Diversification of the Rural Economy in the Municipality of Kllokot – Production of Briquettes and Bio-Pellets through Recycling of Wood Residue and Agro-Forestry Waste”. This report intended to identify the impact that the project of Thes-Ari Company has had on improving the lives of its beneficiaries and to assess the extent to which project’s objectives were achieved. This assessment is done by reviewing project documentation and conducting interviews with parties involved in the project.
Impact Review/Study of Income Generation Activities and Community Development Initiatives Implemented by Foundation Kosovo-Luxembourg 2017
UBO Consulting was contracted by Foundation Kosovo-Luxembourg (FKL) to conduct an impact review/study of its Income Generation Activities and the Community Development Initiatives. Through these activities, FKL aims to reduce poverty and unemployment for the marginalized groups in Kosovo and to support selected communities develop the skills and structures needed for independent and sustainable governance. The main purpose of this assessment was to identify the impact that FKL’s interventions have had on improving the lives of its beneficiaries, by analyzing the concrete results that were achieved and the challenges faced and lessons learned throughout the project’s implementation.
Assessment of Youth Sector 2016
The “Assessment of Youth Sector 2016” study was realized with the aim of presenting data on the public youth policies (central and local), youth structures (central and local), the work of the main actors in the youth sector, existing services and needs of this sector as well as the capacities of the main parties operating in this field. The study has derived conclusions on the actual state of the youth sector in Kosovo and based on those conclusions concrete recommendations were issued in relation to the improvement of this sector in the following years.
External Evaluation of Project “DemoPOLIS”
UBO Consulting was contracted by the Public Organization for Local Initiatives and Supports (POLIS) to conduct an external evaluation of their project “DemoPOLIS,” whose main purpose is to improve local governance, transparency, accountability, public services, and promote more effective budgeting practices in the municipalities of Shtime and Lipjan. This project’s external evaluation focuses on measuring its impact by analyzing the results against the general goals and specific objectives, identifying the challenges faced and the lessons learned during its implementation, and providing recommendations for the following phase of the project.
Youth Employment and Entrepreneurship in Kosovo 2015[UNICEF]
UBO Consulting was committed to evaluate the Youth Employment and Entrepreneurship in Kosovo - Innovations Lab (IL) Kosovo program. This evaluation intended to assess and document the impact of this project in Kosovo by examining program results against their overall goal and objectives, summarizing findings, addressing lessons learned, and providing recommendations for its follow-on programming and program development. The following components were established as part of the methodology: documentation review, 25 in-depth interviews with relevant stakeholders, 5 Focus Group Sessions with beneficiaries, and 600 quantitative interviews with beneficiaries
Baseline Evaluation of LINC project 2015[WORLD VISION]
The purpose of this evaluation was to assess the situation of civil society in Fushe Kosove, Lipjan, Obiliq and the status of Social Service Centers in these municipalities, the legal framework in which they operate and the services delivered. The information gathered was used to provide a starting point for the project implementation and determine the baseline value for key indicators to allow impact measurement at the end- of- project evaluation

This research study surveys the knowledge and satisfaction of local authorities, donor community, and the governmental agencies in Kosovo with the work and achievements of the Association of Kosovo Municipalities (AKM) in supporting and assisting local authorities in Kosovo. This research study was part of the project ‘Modernization of Municipal Services’ (MMS) funded by the German Agency for International Cooperation (GIZ), which in partnership with the AKM aims at improving the political and institutional conditions of municipalities to deliver better municipal services in Kosovo
Study on Impact and Sustainability of Learning Centers 2015[Council of Europe & UNICEF]

Endline Evaluation of KEP Project Programme[WORLD VISION]
The purpose of the KfP project was to assess the overall impact in the communities it has been implemented. The objectives of this study were to evaluate the relevance and appropriateness of project design and project contribution towards the community needs, to evaluate the project effectiveness and the project sustainability. This baseline evaluation had a non-experimental design, consisting of a hybrid methodology of qualitative and quantitative research, involving: desk research - secondary data review, in-depth interviews with relevant target groups, and structured interviews with children/beneficiaries and community members
SUSTAINABILITY OF THE LEARNING CENTERS[VORAE]
The VoRAE contracted UBO Consulting agency to conduct an evaluation of the long-term sustainability of Learning Centers. This document has the relevance concept in its focus and it also provides recommendations on how to ensure the sustainability of the Learning Centers. Prior the development of the evaluation tools, UBO Consulting consulted concept documents showing the way the Learning Centers operate, target groups and the nature of the general issue. Also there was used the qualitative research methodology. In this regard, there were interviewed the followings: almost all tutors in the LCs; at least one teacher in each school; school principals in the settlements were the centers were established; all directors of the Municipal Directorates of Education; partner organizations were consulted as well as a meeting with the head of the education of communities at MEST was conducted
Community Action Initiative Program 2014[Mercy Corps – USAID]
UBO Consulting performed and external evaluation on Community Action Initiative Program (CAIP). This program was a multi-sector that supported community development and infrastructure in 40 Kosovo communities, through building strong civil society organizations and improving economic and employment opportunities in northern Kosovo and in all non-majority communities
Working Together, European Office in Kosovo 2014[CIVIKOS]
UBO Consulting was commissioned by CIVIKOS to perform an external evaluation of the Working Together project. “Working Together” was an EU funded project and it was about consolidating the relationships between civil society and government institutions. As part of this project was the compilation and empowerments of the strategy deliberately for this cooperation. UBO Consulting evaluated the project in overall, and the implementation and the functionalization of the strategy itself
Empowerment and Development of Youth in Kosovo Research 2013[GIZ – EDYK]
UBO Consulting together with SUM Consult from Germany were appointed to conduct the final evaluation of the project. (250 face-to-face interviews were conducted with NGO representatives, Government and Local Officials, and International NGO representatives). The project itself intended to support youth centers throughout Kosovo, and support Youth officers through capacity building trainings on youth needs assessment
End-line External Evaluation: Forum SYD Kosovo Programme 2013[HFA and MDNZ]
The Forum SYD Kosovo programme supported two organizations (“Health for All”, and “Me Dore ne Zemer”) in organizing youth projects. The purpose of the evaluation was to measure and evaluate the level and the success of implementation of the projects that were granted to these two NGOs. (50 face-to-face interviews for each project, were conducted with NGO representative, municipal authorities, and beneficiaries of the project)
